  1                      A bill to be entitled

  2         An act relating to student financial

  3         assistance; amending ss. 240.409, 240.4095, and

  4         240.4097, F.S., relating to the Florida Public

  5         Student Assistance Grant Program, the Florida

  6         Private Student Assistance Grant Program, and

  7         the Florida Postsecondary Student Assistance

  8         Grant Program, respectively; authorizing grants

  9         to part-time degree-seeking students; revising

10         provisions relating to the maximum amount of

11         the grants; providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14

15         Section 1.  Paragraph (a) of subsection (2) of section

16  240.409, Florida Statutes, is amended to read:

17         240.409  Florida Public Student Assistance Grant

18  Program; eligibility for grants.--

19         (2)(a)  State student assistance grants through the

20  program may be made only to full-time degree-seeking students

21  who enroll in at least 6 semester hours, or the equivalent per

22  term, and who meet the general requirements for student

23  eligibility as provided in s. 240.404, except as otherwise

24  provided in this section.  Such grants shall be awarded

25  annually for the amount of demonstrated unmet need for the

26  cost of education and may not exceed an amount equal to the

27  average prior academic year cost of matriculation fees and

28  other registration fees for 30 credit hours at state

29  universities or such other amount as specified in the General

30  Appropriations Act, to any recipient. A demonstrated unmet

31  need of less than $200 shall render the applicant ineligible

  1  for a state student assistance grant. Recipients of such

  2  grants must have been accepted at a state university or

  3  community college authorized by Florida law.  A No student is

  4  eligible for the award for 110 percent of the number of credit

  5  hours required to complete the program in which enrolled may

  6  receive an award for more than the equivalent of 9 semesters

  7  or 14 quarters of full-time enrollment, except as otherwise

  8  provided in s. 240.404(3).

  9         Section 2.  Paragraph (a) of subsection (2) of section

10  240.4095, Florida Statutes, is amended to read:

11         240.4095  Florida Private Student Assistance Grant

12  Program; eligibility for grants.--

13         (2)(a)  Florida private student assistance grants from

14  the State Student Financial Assistance Trust Fund may be made

15  only to full-time degree-seeking students who enroll in at

16  least 6 semester hours, or the equivalent per term, and who

17  meet the general requirements for student eligibility as

18  provided in s. 240.404, except as otherwise provided in this

19  section.  Such grants shall be awarded for the amount of

20  demonstrated unmet need for tuition and fees and may not

21  exceed an amount equal to the average matriculation and other

22  registration fees for 30 credit hours at state universities

23  plus $1,000 per academic year, or as specified in the General

24  Appropriations Act, to any applicant.  A demonstrated unmet

25  need of less than $200 shall render the applicant ineligible

26  for a Florida private student assistance grant. Recipients of

27  such grants must have been accepted at a

28  baccalaureate-degree-granting independent nonprofit college or

29  university, which is accredited by the Commission on Colleges

30  of the Southern Association of Colleges and Schools and which

31  is located in and chartered as a domestic corporation by the

  1  state.  A No student is eligible for the award for 110 percent

  2  of the number of credit hours required to complete the program

  3  in which enrolled may receive an award for more than the

  4  equivalent of 9 semesters or 14 quarters of full-time

  5  enrollment, except as otherwise provided in s. 240.404(3).

  7  240.4097, Florida Statutes, is amended to read:

  8         240.4097  Florida Postsecondary Student Assistance

  9  Grant Program; eligibility for grants.--

10         (2)(a)  Florida postsecondary student assistance grants

11  through the State Student Financial Assistance Trust Fund may

12  be made only to full-time degree-seeking students who enroll

13  in at least 6 semester hours, or the equivalent per term, and

14  who meet the general requirements for student eligibility as

15  provided in s. 240.404, except as otherwise provided in this

16  section.  Such grants shall be awarded for the amount of

17  demonstrated unmet need for tuition and fees and may not

18  exceed an amount equal to the average prior academic year cost

19  of matriculation and other registration fees for 30 credit

20  hours at state universities plus $1,000 per academic year, or

21  as specified in the General Appropriations Act, to any

22  applicant.  A demonstrated unmet need of less than $200 shall

23  render the applicant ineligible for a Florida postsecondary

24  student assistance grant.  Recipients of such grants must have

25  been accepted at a postsecondary institution that is located

26  in the state and that is:

27         1.  A private nursing diploma school approved by the

28  Florida Board of Nursing; or

29         2.  An institution either licensed by the State Board

30  of Independent Colleges and Universities or exempt from

31  licensure pursuant to s. 246.085(1)(a), excluding those

  1  institutions the students of which are eligible to receive a

  2  Florida private student assistance grant pursuant to s.

  3  240.4095.

  5  A No student is eligible for the award for 110 percent of the

  7  which enrolled may receive an award for more than the

  8  equivalent of 9 semesters or 14 quarters of full-time

  9  enrollment, except as otherwise provided in s. 240.404(3).

10         Section 4.  This act shall take effect upon becoming a

11  law.

      Provides that grants through the Florida Public Student
16    Assistance Grant Program, the Florida Private Student
      Assistance Grant Program, and the Florida Postsecondary
17    Student Assistance Grant Program may be made to part-time
      degree-seeking students. Revises provisions relating to
18    the maximum amount of the grants.
