18         1003.03. Maximum Class Size In Grades K-3--The

19  Legislature finds that investments in lower class sizes in

20  earlier grades leads to higher student achievement, and

21  students in smaller classes achieve higher lifetime income and

22  earning, particularly in minority communities where lower

23  class sizes increase the prospect that students will attend

24  college, and lower class sizes allow teachers to spend more

25  time on student instruction and less on classroom management

26  and student discipline.  It is the intent of the Legislature

27  that class sizes in kindergarten through third grade shall not

28  exceed twenty students, utilizing a ratio of one full-time

29  equivalent classroom teacher per twenty students.
