16  insert:

17         10.  Administration of the Florida Comprehensive

18  Assessment Test (FCAT) each school year is contingent on full

19  funding for low-performing schools in that fiscal year. For

20  the 2002-2003 fiscal year, "full funding" means $10 million

21  for continuation of grants and aids to improve student

22  performance, student achievement, and readiness for college in

23  low-performing schools. For subsequent fiscal years, "full

24  funding" means an amount equal to the funds appropriated for

25  low-performing schools in the prior fiscal year, adjusted

26  annually for inflation and increases in population of students

27  in "D" and "F" schools.
