  1                      A bill to be entitled

  2         An act authorizing special assessments for

  3         local governments; amending s. 170.201, F.S.;

  4         authorizing counties to levy special

  5         assessments to fund capital improvements and

  6         certain services; providing for counties to

  7         fund emergency medical services with special

  8         assessments, non-ad valorem assessments, and

  9         other sources of revenue; providing an

10         effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13  

14         Section 1.  Subsection (1) of section 170.201, Florida

15  Statutes, is amended to read:

16         170.201  Special assessments.--

17         (1)  In addition to other lawful authority to levy and

18  collect special assessments, the governing body of a

19  municipality or county may levy and collect special

20  assessments to fund capital improvements and municipal or

21  county services, including, but not limited to, fire

22  protection, emergency medical services, garbage disposal,

23  sewer improvement, street improvement, and parking facilities.

24  The governing body of a municipality or county may apportion

25  costs of such special assessments based on:

26         (a)  The front or square footage of each parcel of

27  land; or

28         (b)  An alternative methodology, so long as the amount

29  of the assessment for each parcel of land is not in excess of

30  the proportional benefits as compared to other assessments on

31  other parcels of land.

  2  It is determined that emergency medical services provide a

  3  special benefit to property and the governing body of a county

  4  may fund those services with special assessments, non-ad

  5  valorem assessments, charges for services, or other available

  6  revenue.

  7         Section 2.  This act shall take effect upon becoming a

  8  law.
