Insert the following new paragraph of proviso following Specific Appropriation 116 on page 28: From the funds appropriated in Specific Appropriation 116, $1,200,000 is provided for a grant to the Institute for School Innovation for systematic expansion of Project Child. Preference shall be given for school-wide adoptions. Schools must provide all necessary release time for teacher training.
