Immediately following Specific Appropriation 321, after existing proviso 
INSERT:

From the General Revenue funds appropriated in Specific Appropriation
321, the Department of Children and Family Services shall contract with
an independent third party to conduct an independent performance
evaluation and outcome measure of the lead agencies that are performing
privatization of child welfare services.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
