14 On page 34, lines 7 through 11, delete those lines

16 and insert:

18 referendum shall be held on a one-acre/one-vote basis. If the
19 landowners approve the election procedure described in section
20 6 of the charter contained in section 3 of this act by a
21 majority vote of the acreage cast, then such section shall
22 take effect immediately. A landowners referendum shall also be
23 called at the same time on the question of whether the
24 governing board shall be a 5-member or 7-member board.
25 Provided the election procedures of section 6 of the charter
26 contained in section 3 of this act are approved and the
27 landowners approve a 7-member board by a majority vote of the
28 acreage cast, then section 6 of the charter contained in
29 section 3 of this act shall be amended to provide a 7-member
30 board with member 6 first term of office 4 years and member 7
31 first term of office 2 years. If the landowners do not
