14 On page 21, between lines 13 and 14,

16 insert:
17 Section 13. Subsections (8) is added to section
18 322.095, Florida Statutes, to read:
19 322.095 Traffic law and substance abuse education
20 program for driver's license applicants.--
21 (8) The department shall approve and regulate courses
22 in traffic law and substance-abuse education which are
23 provided under this section and which use technology as the
24 delivery method for the course. In determining whether to
25 approve any such course submitted for approval on or after May
26 1, 2002, the department shall consider only those courses that
27 have received:
28 (a) Approval for statewide delivery; and
29 (b) Documented evidence of course effectiveness
30 through independent scientific research.
