11  The Fiscal Responsibility Council offered the following:

12

13         Amendment (with title amendment) 

14         On page 13, line 10 of the bill

15

16  insert:

17         Section 10.  Effective January 7, 2003, $5,372,514

18  shall be transferred, by non-operating transfer, from the

19  Insurance Commissioner's Regulatory Trust Fund to the

20  Operating Trust Fund of the Florida Department of Law

21  Enforcement.

22         Section 11.  Effective January 7, 2003, $5,372,514 is

23  hereby appropriated from the Operating Trust Fund of the

24  Florida Department of Law Enforcement for the purpose of

25  operating the Division of Insurance Fraud for the period from

26  January 7, 2003 through June 30, 2003.

27         Section 12.  Effective July 1, 2003, subsection (3) is

28  added to section 624.523, Florida Statutes, to read:

29         624.523  Insurance Commissioner's Regulatory

30  Trust--(3)  Each fiscal year, $10.75 million is hereby

31  transferred, by non-operating transfers, from the Insurance

  1  Commissioner's Regulatory Trust Fund to the General Revenue

  2  Fund.  It is the intent of the Legislature that this transfer

  3  offset the cost to the Florida Department of Law Enforcement

  4  to operate the Division of Insurance Fraud transferred from

  5  the Department of Insurance.

10         On page 2, line 17

11  remove:  providing an appropriation;

13  and insert:

14         transferring funds from the Insurance

15         Commissioner's Regulatory Trust Fund in the

16         Department of Insurance to the Operating Trust

17         Fund in the Department of Law Enforcement;

18         amending s. 624.523, F.S.; providing a transfer

19         from Insurance Commissioner's Regulatory Trust

20         Fund to the General Revenue Fund; providing

21         appropriations;
