14         On page 7, between lines 9 and 10,

16  insert:

17         Section 5.  Paragraph (h) is added to subsection (3) of

18  section 373.1502, Florida Statutes, to read:

19         (3)  REGULATION OF COMPREHENSIVE PLAN STRUCTURES AND

20  FACILITIES.--

21         (h)  Project components that would otherwise qualify as

22  exempt pursuant to s. 373.406 shall not need permits under

23  this section.
