13         Senate Amendment 

14         On page 1, between lines 19 and 20,

16  insert:

18         WHEREAS, the Legislature recognizes that the Everglades

19  is an ecosystem of national and international significance,

20  and

21         WHEREAS, the Legislature is committed to the

22  Comprehensive Everglades Restoration Plan, and

23         WHEREAS, the Legislature recognizes that the

24  Comprehensive Everglades Restoration Plan will be implemented

25  over many years to benefit the environment and citizens of

26  Florida for many years into the future, and

27         WHEREAS, the Legislature declares that future

28  beneficiaries as well as current taypayers should share the

29  cost of the Comprehensive Everglades Restoration Plan, and

30         WHEREAS, the Legislature recognizes that the value of

31  lands in certain areas in South Florida is outpacing the rate

  1  of financing or inflation, and

  2         WHEREAS, the Legislature recognizes the importance of

  3  expediting the purchase of lands for the Comprehensive

  4  Everglades Restoration Plan where cost savings can be

  5  realized, and

  6         WHEREAS, the Legislature recognizes that the issuance

  7  of bonds provides the best opportunity to ensure a dedicated

  8  funding stream for purchasing lands in a timely fashion

  9  without needlessly expending state resources, NOW, THEREFORE,
