1 A bill to be entitled
2 An act relating to homeland defense; creating a
3 pilot program for training in homeland defense;
4 requiring the sheriffs within specified regions
5 of the Department of Law Enforcement to jointly
6 develop and implement a program for providing
7 training in homeland defense to supervisors and
8 employees of schools, governmental entities,
9 and businesses; providing for a program
10 administrator; specifying subject areas to be
11 included in the training; providing for paying
12 the costs of training; providing for certifying
13 those entities and businesses upon completion
14 of training; requiring the sheriffs to report
15 to the Department of Law Enforcement and make
16 recommendations for further development of the
17 training program; requiring the Department of
18 Law Enforcement to report to the Legislature on
19 implementing state certification of training
20 teams and a statewide program for training in
21 homeland defense; providing an effective date.

23 Be It Enacted by the Legislature of the State of Florida:
24
25 Section 1. Pilot program for training in homeland
26 defense.--
27 (1) There is established within Region 4, Region 5,
28 and Region 6 of the Department of Law Enforcement a pilot
29 program to provide training in homeland defense for the staff
30 and personnel of district school boards, governmental
31 entities, and local businesses. The sheriffs of each region,

1 with assistance from the Department of Law Enforcement, shall
2 jointly develop the training curriculum and training program
3 for the pilot program. The President of the Florida Sheriffs
4 Association shall act as program administrator.
5 (a) The pilot program shall include, but need not be
6 limited to, training in the following areas:
7 1. Disaster detection.
8 2. Disaster prevention.
9 3. Response and recovery planning.
10 4. Psychological threats of terrorism.
11 5. Chemical disaster response.
12 6. Defense conditions.
13 7. Preparedness.
14 8. Facility protection.
15 9. Incident management.
16 10. Response team organization.
17 11. Nuclear disaster response.
18 12. Biological disaster response.
19 13. Decontamination.
20 14. Security of ports and airports.
21 (b) Under the pilot program, comprehensive training in
22 homeland defense shall be provided to supervisors and
23 personnel at all levels who are employed by district school
24 boards, governmental entities, and local businesses. The
25 training shall be provided by one or more training teams that
26 are designated by the sheriff as qualified to provide training
27 in homeland defense. The sheriff may enter into contracts with
28 one or more public or private entities for the purpose of
29 developing training manuals and materials, educating trainers,
30 and providing other training services.

1 (c) A district school board or governmental entity
2 that receives training for its employees under the pilot
3 program shall pay 50 percent of the costs of the training
4 provided and a local business that receives training for its
5 employees shall pay the entire cost of training.
6 (d) The sheriffs of each region shall work together to
7 develop a coordinated system for certifying those entities and
8 businesses whose employees have successfully completed the
9 training program. In addition, the sheriffs shall provide for
10 a coordinated program of continuing training in homeland
11 defense for certified entities and businesses.
12 (2)(a) By October 1, 2002, the sheriffs shall submit a
13 combined report to the Department of Law Enforcement
14 concerning the implementation of the pilot program. The report
15 must include recommendations for state certification of teams
16 that provide training in homeland defense, criteria for
17 contracts for developing training materials and providing
18 other training services, additional subject areas that should
19 be included in a statewide training program, objectives for
20 further development of training materials for statewide
21 implementation, and minimum requirements for continuing
22 education programs in homeland defense.
23 (b) By December 1, 2002, the Department of Law
24 Enforcement shall report to the President of the Senate and
25 the Speaker of the House of Representatives concerning
26 recommended legislation to implement a statewide program for
27 training in homeland defense.
28 Section 2. This act shall take effect upon becoming a
29 law.
