11  Senator Brown-Waite moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 15, between lines 30 and 31,
15
16  insert:
17         Section 3.  The Secretary of Children and Family
18  Services shall establish a workgroup for the purposes of
19  reviewing issues associated with services and supports
20  provided through state-funded supportive housing and
21  developing legislative recommendations for state-funded
22  supportive housing living arrangements. The workgroup shall
23  address development of administrative rules regarding:
24         (1)  The definition of supportive housing services;
25         (2)  Consumer health and safety; and
26         (3)  The use of subsidies funded by the Department of
27  Children and Family Services.

29  The Secretary of Children and Family Services shall ensure
30  that representatives participate in the workgroup from the
31  department and from the Agency for Health Care Administration,

  1  the Florida Health Care Association, the Florida Assisted
  2  Living Affiliation, the Florida Association of Homes for the
  3  Aging, the Florida Council for Behavioral Healthcare, Inc.,
  4  the National Alliance for the Mentally Ill, the Florida
  5  Advocacy Center for Persons with Disabilities, Inc., the
  6  Florida Coalitions for the Homeless, the Florida Housing
  7  Coalition, Florida AIDS Action, the Florida Hospital
  8  Association, the Florida Long-Term Care Ombudsman, the Florida
  9  Statewide Advocacy Council, the Florida Sheriffs Association,
10  the Florida Psychiatric Society, the Department of Elderly
11  Affairs, the Florida Mental Health Counselors Association, and
12  the Florida Association of Counties. The workgroup shall be
13  staffed by the Department of Children and Family Services.
14  Each member of the workgroup shall serve at his or her own
15  expense. The workgroup shall prepare recommendations no later
16  than November 2002, and shall include recommendations in the
17  January 2003 update to the mental health and substance abuse
18  state master plan.
