20 SEVERABILITY
21 If any provision of this charter or the application
22 thereof to any person or circumstance is held invalid, the
23 invalidity shall not affect other provisions or applications
24 of the charter which can be given effect without the invalid
25 provision or application, and to this end the provisions of
26 this charter are declared severable.
27 Section 2. If any provision of this act or the
28 application thereof to any person or circumstance is held
29 invalid, the invalidity shall not affect other provisions or
30 applications of the act which can be given effect without the
31 invalid provision or application, and to this end the

2 Section 3. (1) Contingent upon approval of an
3 amendment to the State Constitution at the general election
4 held in November 2002 authorizing amendments or revisions to
5 the home rule charter of Miami-Dade County by special law
6 approved by a vote of the electors, the revision of the Dade
7 County Home Rule Charter proposed by this act shall be
8 submitted to the voters of Miami-Dade County by the Board of
9 County Commissioners of Dade County in a referendum to be held
10 in November 2003, in the following form, and shall take effect
11 only upon approval by a majority of the electors of Miami-Dade
12 County voting in such referendum:

16 PROPOSED REVISION OF THE DADE COUNTY HOME RULE CHARTER.

18 Proposing a revision of the Dade County Home Rule
19 Charter to provide for a County Mayor, County Comptroller,
20 County Attorney, and nonpartisan elected County Supervisor of
21 Elections and for Deputy County Mayors; provide powers,
22 duties, and term limits of the Mayor, Comptroller, and county
23 commissioners; provide for salaries of the Mayor, Comptroller,
24 and county commissioners; revise the administrative
25 organization and procedures of the county; and abolish the
26 County Manager and County Supervisor of Registration offices.
