  1                      A bill to be entitled

  2         An act relating to trust funds; creating the

  3         Workers' Compensation Administration Trust Fund

  4         within the Department of Business and

  5         Professional Regulation; providing for purposes

  6         and sources of funds; providing for annual

  7         carryforward of fund balances; providing for

  8         future review and termination or re-creation of

  9         the trust fund; providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  Workers' Compensation Administration Trust

14  Fund within the Department of Business and Professional

15  Regulation.--

16         (1)  The Workers' Compensation Administration Trust

17  Fund is created within the Department of Business and

18  Professional Regulation, to be administered by such

19  department.  The trust fund shall be used for the purpose of

20  providing for the payment of all expenses in respect to the

21  administration of the child labor program, pursuant to

22  legislative appropriation or an approved amendment to the

23  department's operating budget pursuant to the provisions of

24  chapter 216, Florida Statutes.

25         (2)  Notwithstanding the provisions of section 216.301,

26  Florida Statutes, and pursuant to section 216.351, Florida

27  Statutes, any balance in the trust fund at the end of any

28  fiscal year shall remain in the trust fund at the end of the

29  year and shall be available for carrying out the purposes of

30  the trust fund.

  1         (3)  Pursuant to the provisions of Section 19(f)(2),

  2  Article III of the State Constitution, the trust fund shall,

  3  unless terminated sooner, be terminated on July 1, 2006.

  4  Prior to its scheduled termination, the trust fund shall be

  5  reviewed as provided in section 215.3206, Florida Statutes.

  6         Section 2.  This act shall take effect July 1, 2002.
