17	applying a new law, rule, regulation, or ordinancehas
18	inordinately burdened an existing use of real property or a
19	vested right to a specific use of real property, the property
20	owner of that real property is entitled to relief, which may
21	include compensation for the actual loss to the fair market
22	value of the real property caused by the action of government,
23	as provided in this section.
