17	Section 1. Paragraph (mm) is added to subsection (4) of
18	section 320.08056, Florida Statutes, to read:
19	320.08056 Specialty license plates.--
20	(4) The following license plate annual use fees shall be
21	collected for the appropriate specialty license plates:
22	(mm) Live the Dream license plate, $25.
23	Section 2. Subsection (39) is added to section 320.08058,
24	Florida Statutes, to read:
25	320.08058 Specialty license plates.--
26	(39) LIVE THE DREAM LICENSE PLATES.--
27	(a) The department shall develop a Live the Dream license
28	plate as provided in this section. The word "Florida" must
29	appear at the top of the plate, and the words "Live the Dream"
30	must appear at the bottom of the plate.
31	(b) The annual use fees shall be distributed to the Dream
32	Foundation, Inc., which may use up to 25 percent of the proceeds
33	to market the organization's concept and the license plate. The
34	remaining funds shall be used in the following manner:
35	1. The Dream Foundation, Inc., shall retain all revenues
36	from the sale of such plates until all startup costs for
37	developing and establishing the plates have been recovered.
38	2. Fifteen percent shall be distributed to the March of
39	Dimes Florida Chapter and ten percent shall be distributed to
40	the Florida Association of Healthy Start Coalitions.
41	3. Twenty percent shall be distributed as grants for
42	programs that provide research, care, and treatment for sickle
43	cell disease to the Florida State Sickle Cell Foundation, Tampa,
44	Florida.
45	4. Twenty percent shall be distributed to programs that
46	provide relief for poverty, hunger, and homelessness as follows:
47	five percent to the Community Partnership for Homeless, Inc.,
48	Miami, Florida; five percent to the I.M. Sulzbacher Center for
49	the Homeless, Inc., Jacksonville, Florida; five percent to the
50	Anthony House for the Homeless, Zellwood, Florida; and five
51	percent to the Homeless Emergency Project, Inc., Clearwater,
52	Florida.
53	5. Ten percent shall be expended by the Dream Foundation,
54	Inc., for administrative costs directly associated with the
55	foundation's operations as they relate to the programs described
56	in this paragraph.
