| 1 | A bill to be entitled | ||
| 2 | An act relating to the Department of Law Enforcement; | ||
| 3 | requiring the department to conduct a study regarding the | ||
| 4 | establishment of minimum standards for latent fingerprint | ||
| 5 | examiners; providing purposes of the study; requiring a | ||
| 6 | report; providing an effective date. | ||

| 8 | Be It Enacted by the Legislature of the State of Florida: | ||
| 9 | |||
| 10 | Section 1. (1) The Department of Law Enforcement shall | ||
| 11 | conduct a study regarding the establishment of minimum standards | ||
| 12 | for latent fingerprint examiners. The study shall: | ||
| 13 | (a) Examine currently available training for latent | ||
| 14 | fingerprint examiners; | ||
| 15 | (b) Determine which training providers offer training and | ||
| 16 | instruction that meets or exceeds the standards established by | ||
| 17 | the American Society of Crime Laboratory Directors Laboratory | ||
| 18 | Accreditation Board (ASCLD-LAB); and | ||
| 19 | (c) Determine whether such training can best be provided | ||
| 20 | through the department or through a law enforcement agency other | ||
| 21 | than the department. | ||
| 22 | (2) The department shall provide a written report of its | ||
| 23 | findings and recommendations to the Governor, the President of | ||
| 24 | the Senate, and the Speaker of the House of Representatives by | ||
| 25 | July 1, 2004. | ||
| 26 | Section 2. This act shall take effect upon becoming a law. | ||
