14	Between line(s) 690 and 691, insert:
15	(5) Before July 1, 2008, no authority created under
16	chapters 334, 338, and 348 or the Department of Transportation
17	shall have the power to construct an expressway or any limited
18	access facility within the Wekiva Springshed Protection Area.
19	Within 45 days after the receipt of a boundary recommended by
20	the state land planning agency, the Administration Commission
21	shall adopt, modify, or reject the recommendation and shall by
22	rule establish the definitive boundaries of the Wekiva
23	Springshed Protection Area.
