14          Amendment to Amendment (483919) (with title amendment)
15          Between line(s) 4781 and 4782, insert:
16          Section 71. Section 1003.33, Florida Statutes, is amended
17    to read:
18          1003.33 Report cards; end-of-the-year status.--
19          (1) Each district school board shall establish and publish
20    policies requiring the content and regular issuance of student
21    report cards for all elementary school, middle school, and high
22    school students. These report cards must clearly depict and
23    grade:
24          (a) The student's academic performance in each class or
25    course, which in grades 1 through 12 must be based upon
26    examinations as well as written papers, class participation, and
27    other academic performance criteria.
28          (b) The student's conduct and behavior.
29          (c) The student's attendance, including absences and
30    tardiness.
31          (2) A student's final report card for a school year shall
32    contain a statement indicating end-of-the-year status regarding
33    performance or nonperformance at grade level, acceptable or
34    unacceptable behavior and attendance, and promotion or
35    nonpromotion.

37          District school boards shall not allow schools to exempt
38    students from academic performance requirements based on
39    practices or policies designed to encourage student attendance.
40    A student's attendance record may not be used in whole or in
41    part to provide an exemption from any academic performance
42    requirement.
