                | 12 | Legislature is renumbered as Joint Rule 9 and a new Joint Rule 8 |

                | 15 | JOINT RULE EIGHT | 
              
                | 16 | SALES AND USE TAX REVIEW; EXEMPTIONS AND EXCLUSIONS |

                | 18 | 8.1--Review of Sales and Use Tax Exemptions and Exclusions | 
              
                | 19 | Every 5 years beginning in 2005, each house of the | 
              
                | 20 | Legislature shall review the retention, modification, or repeal | 
              
                | 21 | of exemptions to the sales and use tax and all exclusions of | 
              
                | 22 | sales of services from such taxation. Each house of the | 
              
                | 23 | Legislature must introduce committee bills presenting for | 
              
                | 24 | retention, modification, or repeal all sales and use tax | 
              
                | 25 | exemptions and may introduce committee bills imposing tax on | 
              
                | 26 | sales of services. Each bill so introduced must be submitted to | 
              
                | 27 | a vote of the members of each house of the Legislature during | 
              
                | 28 | the session in which introduced. Each committee reviewing sales | 
              
                | 29 | and use tax exemptions and exclusions of sales of services from | 
              
                | 30 | such taxation may hold meetings to consider bills proposed by | 
              
                | 31 | the committee under this rule. Not less than 7 days prior to a | 
              
                | 32 | meeting of a committee to consider its proposed bills, a notice | 
              
                | 33 | of the meeting, stating the proposed bills to be considered and | 
              
                | 34 | the date, time, and place of the meeting, shall be filed with | 
              
                | 35 | the Secretary of the Senate for bills proposed in the Senate and | 
              
                | 36 | with the Clerk of the House of Representatives for bills | 
              
                | 37 | proposed in the House. The Secretary or the Clerk shall | 
              
                | 38 | distribute notice to the Legislature and the public, consistent | 
              
                | 39 | with the rules and policies of the respective house. |
