1	House Joint Resolution
2	A joint resolution proposing the creation of Section 8 of
3	Article IX of the State Constitution, relating to
4	education, to allow public school teachers in kindergarten
5	through grade 12 to choose between joining a union for
6	collective bargaining purposes or accepting a state salary
7	established by the Legislature.

9	Be It Resolved by the Legislature of the State of Florida:

11	That the creation of Section 8 of Article IX of the State
12	Constitution is agreed to and shall be submitted to the electors
13	of this state for approval or rejection at the next general
14	election or at an earlier special election specifically
15	authorized by law for that purpose:
16	ARTICLE IX
17	EDUCATION
18	SECTION 8. Public school teachers' salaries.--Each teacher
19	who teaches in kindergarten through grade 12 in a public school
20	in this state may choose either to accept a salary that the
21	legislature annually establishes statewide or to join a union
22	that seeks to establish salaries for its members through
23	collective bargaining.
24	BE IT FURTHER RESOLVED that the following statement be
25	placed on the ballot:
26	PUBLIC SCHOOL TEACHERS' SALARIES
27	Proposes the creation of Section 8 of Article IX of the
28	State Constitution to allow public school teachers in
29	kindergarten through grade 12 to choose to accept a salary set
30	statewide by the Legislature or to join a union that will seek
31	to set teachers' salaries through collective bargaining.
