  1                      A bill to be entitled

  2         An act relating to consensus estimating

  3         conferences; amending s. 216.137, F.S.;

  4         requiring each consensus estimating conference

  5         to meet at least once a year before formation

  6         of the Governor's recommended budget; providing

  7         an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  Subsection (1) of section 216.137, Florida

12  Statutes, is amended to read:

13         216.137  Sessions of consensus estimating conferences;

14  workpapers.--

15         (1)  SESSIONS.--A session of a consensus estimating

16  conference may be convened as follows:

17         (a)  For the Governor.--A session may be convened at

18  the call of the Executive Office of the Governor to develop

19  official information on behalf of the Governor for use in

20  preparing his or her legislative budget recommendations.

21         (b)  For the Legislature.--A session may be convened at

22  the call of a principal who represents the Legislature or his

23  or her designee to develop official information on behalf of

24  the Legislature for use in its budget deliberations.

25         (c)  To review official information.--After adequate

26  notice, a session may be convened at the call of any principal

27  to review and reconsider any official information of the

28  conference that the principal feels is no longer valid.  Any

29  participant in the conference may notify a principal in

30  writing if the participant feels that any official information

31  of the conference is no longer valid.  The principal shall

 1  review the matter and, if he or she feels that a session of

 2  the conference is warranted, convene the conference for the

 3  purpose of reviewing and reconsidering such official

 4  information.

 5         (d)  To consider special impacts.--After adequate

 6  notice, any principal may call a special impact session of the

 7  conference to develop official information which reflects

 8  specific changes or proposed changes relating to the area of

 9  responsibility of the conference.

10         (e)  Before legislative session.--In addition to

11  sessions convened at the call of the principals, a session of

12  each consensus estimating conference must be convened at least

13  once each year before the formation of the Governor's

14  recommended budget.

15         Section 2.  This act shall take effect July 1, 2003.
