18         Section 2.  Subsections (39), (40), (41), (42), (43),
19  and (44) are added to section 320.08058, Florida Statutes, to
20  read:
21         320.08058  Specialty license plates.--
22         (39)  FAMILY FIRST LICENSE PLATES.--
23         (a)  The department shall develop a Family First
24  license plate as provided in this section. The word "Florida"
25  must appear at the top of the plate, and the words "Family
26  First" must appear at the bottom of the plate.
27         (b)  The annual use fees shall be distributed to Family
28  First to fund programs, projects, seminars, events, and family
29  resources that promote principles for building marriages,
30  guiding parents and single parents, and raising children.
31  Family First shall retain all revenues from the sale of the

Up to 5 percent of the funds 3 received by Family First may be expended for administrative 4 costs directly associated with the operations of Family First. 5 Up to 20 percent of the funds received by Family First may be 6 expended for promotion and marketing of the license plate. 7 Family First may expend all remaining funds for programs. 8 (40) UNITY LICENSE PLATES.-- 9 (a) The department shall develop a UNITY license plate 10 as provided in this section. The word "Florida" must appear at 11 the top of the plate, and the word "UNITY" must appear at the 12 bottom of the plate. 13 (b) The annual use fees shall be distributed to the 14 British-American Foundation, Inc. Up to 25 percent of such 15 funds shall be used for marketing and promotion of the "UNITY" 16 concept and license plate. The remaining funds shall be used 17 in the following manner: 18 1. Twenty-five percent shall be used to establish and 19 administer advice centers that will provide informative and 20 educational informational materials and referral services to 21 assist recently arrived residents, prospective residents, and 22 individuals in adapting to living, working, and doing business 23 in the State of Florida, particularly to prevent fraudulent 24 conduct. 25 2. Twenty-five percent shall be distributed as grants 26 as determined by an internal review committee to organizations 27 whose efforts are specifically directed toward protecting 28 Florida residents from fraudulent business practices, 29 corporate scams, identity theft, and other fraud. 30 3. Ten percent shall be used to pay the cost of 4 professional advice and guidance to protect Florida residents 5 from fraudulent business practices, to promote ethical 6 business practices, and to provide informational seminars 7 disseminating information and materials to prevent fraudulent 8 conduct. 9 5. Five percent shall be expended by the 10 British-American Foundation, Inc., for administrative costs 11 directly associated with the foundation's operations as they 12 relate to its goals of fighting fraud. 13 (41) FAMILY VALUES LICENSE PLATES.-- 14 (a) The department shall develop a Family Values 15 license plate as provided in this section. The words "Family 16 Values" must appear at the top of the plate, and the word 17 "Florida" must appear at the bottom of the plate. 18 (b) The annual use fees shall be distributed to 19 Sheridan House, Inc., to fund residential care programs, 20 family counseling, social services for single parents and 21 their children, resources materials, and facility 22 construction. Sheridan House, Inc., shall distribute the 23 Family Values license plate annual use fees in the following 24 manner: 25 1. Sheridan House, Inc., shall retain all revenues 26 from the sale of such plates until all startup costs for 27 developing and establishing the plates have been recovered. 28 2. All remaining funds shall be expended by Sheridan 3 House, Inc., for programs. 4 (42) PARENTS MAKE A DIFFERENCE LICENSE PLATES.-- 5 (a) The department shall develop a Parents Make A 6 Difference license plate as provided in this section. The 7 words "Parents Make A Difference" must appear at the top of 8 the plate, and the word "Florida" must appear at the bottom of 9 the plate. 10 (b) The annual use fees shall be distributed to The 11 Gathering/USA, Inc., to fund personal counseling for parents, 12 marriage seminars, Dads and Moms That Make A Difference 13 seminars, father-and-son retreats, mother-and-daughter 14 retreats, and personal parenting behavioral assessments. The 15 Gathering/USA, Inc., shall distribute the Parents Make A 16 Difference license plate annual use fees in the following 17 manner: 18 1. The Gathering/USA, Inc., shall retain all revenues 19 from the sale of such plates until all startup costs for 20 developing and establishing the plates have been recovered. 21 2. Up to 5 percent of the funds received by The 22 Gathering/USA, Inc., shall be expended for administrative 23 costs directly associated with the operations of The 24 Gathering/USA, Inc., and up to 20 percent of the funds 25 received shall be expended for promotion and marketing of the 26 license plate. 27 3. All remaining funds shall be expended by The 28 Gathering/USA, Inc., for programs. 29 (43) FLORIDA NATIONAL GUARD LICENSE PLATES.-- 30 (a) The department shall develop a Florida National 31 Guard license plate as provided in this section. The 3 Florida National Guard Seal, 2 3/4 inches in diameter, must 4 appear in the center of the plate in proper colors. 5 (b) The annual use fees shall be distributed to the 6 For Giving Foundation, Inc., to fund the Florida National 7 Guard Foundation and Florida faith-based s. 501(c) 8 organizations. The For Giving Foundation, Inc., shall 9 distribute the Florida National Guard license plate annual use 10 fees in the following manner: 11 1. The For Giving Foundation, Inc., shall retain all 12 revenues from the sale of the plate until all startup costs 13 for developing and establishing the plate have been recovered. 14 2. Up to 5 percent of the funds received by the For 15 Giving Foundation, Inc., shall be expended for administrative 16 costs directly associated with the operations of the 17 foundation. Up to 20 percent of the funds received shall be 18 expended for promotion and marketing of the license plate. 19 3. Fifty percent of the funds received by the For 20 Giving Foundation, Inc., shall be distributed to the Florida 21 National Guard Foundation. 22 4. Twenty-five percent of the funds received by the 23 For Giving Foundation, Inc., shall be expended to Florida 24 faith-based s. 501(c) organizations. 25 (44) LIVE THE DREAM LICENSE PLATES.-- 26 (a) The department shall develop a Live the Dream 27 license plate as provided in this section. The word "Florida" 28 must appear at the top of the plate, and the words "Live the 29 Dream" must appear at the bottom of the plate. 30 (b) The annual use fees shall be distributed to The 31 Dream Foundation, Inc., which may use up to 25 percent of the 5 9:07 PM 04/30/03 s2654c2c-01c9j

The remaining funds shall be used in the following 3 manner: 4 1. The Dream Foundation, Inc., shall retain all 5 revenues from the sale of such plates until all startup costs 6 for developing and establishing the plates have been 7 recovered; 8 2. Fifteen percent shall be distributed to the March 9 of Dimes Florida Chapter and 10 percent shall be distributed 10 to the Florida Association of Healthy Start Coalitions; 11 3. Twenty percent shall be distributed as grants for 12 programs that provide research, care, and treatment for Sickle 13 Cell Disease to the Florida State Sickle Cell Foundation, 14 Tampa, Florida; 15 4. Twenty percent shall be distributed to programs 16 that provide relief for poverty, hunger, and homelessness, as 17 follows; 5 percent to the Community Partnership for the 18 Homeless, Inc., Miami, Florida; 5 percent to the I.M. 19 Sulzbacher Center for the Homeless, Inc., Jacksonville, 20 Florida; 5 percent to the Anthony House for the Homeless, 21 Zellwood, Florida; and 5 percent to the Homeless Emergency 22 Project, Inc., Clearwater, Florida; and 23 5.
