1	A bill to be entitled
2	An act relating to water resources; amending s. 373.116,
3	F.S.; requiring certain local governments to be notified
4	of applications for consumptive use permits by electronic
5	mail; requiring permits to include certain language;
6	providing an effective date.

8	Be It Enacted by the Legislature of the State of Florida:

10	Section 1. Subsection (2) of section 373.116, Florida
11	Statutes, is amended, and subsection (3) is added to said
12	section, to read:
13	373.116 Procedure for water use and impoundment
14	construction permit applications.--
15	(2) Upon receipt of an application for a permit of the
16	type referred to in subsection (1), the governing board shall
17	cause a notice thereof to be published in a newspaper having
18	general circulation within the affected area. In addition, the
19	governing board shall send, by regular or electronicmail, a
20	copy of such notice to any person who has filed a written
21	request for notification of any pending applications affecting
22	this particular designated area. Upon written request,Notice of
23	application for the consumptive use of water shall be sent
24	mailed by regular or electronicmail to the county and
25	appropriate city government from which boundaries the withdrawal
26	is proposed to be made.
27	(3) All permits issued under this section shall include
28	the following language:

30	"This permit does not convey to the
31	permittee any property rights or privileges
32	other than those specified herein or relieve
33	the permittee from complying with any
34	applicable local, state, or federal law,
35	rule, or ordinance."

37	Section 2. This act shall take effect upon becoming a law.
