14          Amendment (with title amendment)
15          Between lines 1330 and 1331, insert:
16          Section 13. Paragraph (c) of subsection (2) of section
17    163.387, Florida Statutes, is amended to read:
18          163.387 Redevelopment trust fund.--
19          (2)
20          (c) The following public bodies or taxing authorities are
21    exempt from paragraph (a):
22          1. A special district that levies ad valorem taxes on
23    taxable real property in more than one county.
24          2. A special district for which the sole available source
25    of revenue the district has the authority to levy is ad valorem
26    taxes at the time an ordinance is adopted under this section.
27    However, revenues or aid that may be dispensed or appropriated
28    to a district as defined in s. 388.011 at the discretion of an
29    entity other than such district shall not be deemed available.
30          3. A library district, except a library district in a
31    jurisdiction where the community redevelopment agency had
32    validated bonds as of April 30, 1984.
33          4. A neighborhood improvement district created under the
34    Safe Neighborhoods Act.
35          5. A metropolitan transportation authority.
36          6. A water management district created under s. 373.069.
37          7. A special district created pursuant to s. 125.901,
38    including a special district created pursuant to s. 125.901 as
39    that section existed prior to October 1, 1990.
