| 1 | A bill to be entitled | ||
| 2 | An act relating to charitable youth organizations; | ||
| 3 | authorizing municipalities, political subdivisions, and | ||
| 4 | agencies to contract with charitable youth organizations | ||
| 5 | for certain public service work; providing for contracts | ||
| 6 | and award limit; providing an effective date. | ||

| 8 | Be It Enacted by the Legislature of the State of Florida: | ||
| 9 | |||
| 10 | Section 1. Notwithstanding any provisions relating to | ||
| 11 | competitive bid procedures required pursuant to chapter 255 or | ||
| 12 | chapter 287, Florida Statutes, the governing body of any | ||
| 13 | municipality, political subdivision, or agency, except as | ||
| 14 | otherwise provided by law, is authorized to contract with a not- | ||
| 15 | for-profit charitable youth organization that meets the | ||
| 16 | qualifications of s. 501(c)(3) of the Internal Revenue Code, as | ||
| 17 | amended, and that is organized exclusively to provide public | ||
| 18 | service work such as highway and park maintenance by at-risk | ||
| 19 | youths enrolled in a work-study program. Contracts shall be | ||
| 20 | production-based and shall have a maximum annual award limit of | ||
| 21 | $250,000 for any municipality, political subdivision, or agency. | ||
| 22 | All such contracts shall be approved by the governing body of | ||
| 23 | the municipality or by authorized agency personnel, as | ||
| 24 | appropriate. | ||
| 25 | Section 2. This act shall take effect upon becoming a law. | ||
