| 6 | The Committee on State Administration recommends the following: | ||

| 8 | Committee Substitute | ||
| 9 | Remove the entire bill and insert: | ||
| 10 | A bill to be entitled | ||
| 11 | An act relating to the Medal of Heroism; providing that | ||
| 12 | designated persons are eligible to receive the Medal of | ||
| 13 | Heroism; providing for application to the Governor; | ||
| 14 | providing an effective date. | ||

| 16 | Be It Enacted by the Legislature of the State of Florida: | ||
| 17 | |||
| 18 | Section 1. (1) The Governor may award a Medal of Heroism | ||
| 19 | of appropriate design, with ribbons and appurtenances, to a law | ||
| 20 | enforcement, correctional, or correctional probation officer, as | ||
| 21 | defined in s. 943.10(14), Florida Statutes; a firefighter, as | ||
| 22 | defined in s. 112.191(1)(b), Florida Statutes; an emergency | ||
| 23 | medical technician, as defined in s. 401.23(11), Florida | ||
| 24 | Statutes; or a paramedic, as defined in s. 401.23(17), Florida | ||
| 25 | Statutes. A recipient must have distinguished himself or herself | ||
| 26 | conspicuously by gallantry and intrepidity; must have risked his | ||
| 27 | or her life deliberately above and beyond the call of duty while | ||
| 28 | performing duty in his or her respective position; and must have | ||
| 29 | engaged in hazardous or perilous activities to preserve lives | ||
| 30 | with the knowledge that such activities might result in great | ||
| 31 | personal harm. | ||
| 32 | (2) A candidate or a person seeking to nominate a | ||
| 33 | candidate for the award must make written application to the | ||
| 34 | Governor. The Governor may refer an application to any public or | ||
| 35 | private entity for advice and recommendations regarding the | ||
| 36 | application. | ||
| 37 | Section 2. This act shall take effect July 1, 2003. | ||
