6	The Committee on Local Government & Veterans' Affairs recommends
7	the following:

10	Remove the entire bill and insert:
11	A bill to be entitled
12	An act relating to Escambia County; authorizing the
13	adoption of the schedule of rates of per diem and
14	subsistence allowances, transportation expenses, and other
15	expenses established by the United States Government for
16	official county travel; providing for resolution of
17	conflicts with state statutory reimbursement rates;
18	providing applicability; providing an effective date.

20	WHEREAS, there have been substantial increases over the
21	years in the costs for housing, food, and transportation
22	incurred by Escambia County employees while traveling on
23	official county business such that employees now are forced to
24	expend their private funds for such travel, which cannot be
25	reimbursed under the current provisions of section 112.061,
26	Florida Statutes, and
27	WHEREAS, it is in the equitable interests of its employee
28	travelers that the Board of County Commissioners of Escambia
29	County be authorized to adopt the schedule of rates of per diem
30	and subsistence allowances, transportation expenses, and other
31	expenses currently provided by the United States Government for
32	federal employee travel, NOW, THEREFORE,

34	Be It Enacted by the Legislature of the State of Florida:

36	Section 1. The Board of County Commissioners of Escambia
37	County is hereby authorized to adopt, by ordinance, the schedule
38	of rates of per diem and subsistence allowances, transportation
39	expenses, and other expenses paid by the United States
40	Government to federal employee travelers.
41	Section 2. To the extent such federal rate amounts
42	conflict with section 112.061(6), (7), and (8), Florida
43	Statutes, any and all departments, offices, and agencies of the
44	Board of County Commissioners of Escambia County shall be
45	permitted to reimburse at the current reimbursement rate amounts
46	of the United States Government.
47	Section 3. All other provisions of section 112.061,
48	Florida Statutes, shall remain applicable to the Board of County
49	Commissioners of Escambia County and its departments, offices,
50	and agencies.
51	Section 4. This act shall take effect upon becoming a law.
