  1                      A bill to be entitled

  2         An act relating to license plates; amending ss.

  3         320.08056, 320.08058, F.S.; creating a Sailfish

  4         license plate; providing for the distribution

  5         of annual use fees received from the sale of

  6         such plates; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  Paragraph (mm) is added to subsection (4)

11  of section 320.08056, Florida Statutes, to read:

12         320.08056  Specialty license plates.--

13         (4)  The following license plate annual use fees shall

14  be collected for the appropriate specialty license plates:

15         (mm)  Sailfish license plate, $22.

16         Section 2.  Subsection (39) is added to section

17  320.08058, Florida Statutes, to read:

18         320.08058  Specialty license plates.--

19         (39)  SAILFISH LICENSE PLATES.--

20         (a)  The department shall develop a Sailfish license

21  plate as provided in this section. The word "Florida" must

22  appear at the top of the plate, and the words "Fish Florida!"

23  must appear at the bottom of the plate.

24         (b)  The annual use fees shall be distributed to the

25  Florida Foundation for Responsible Angling, Inc., to fund

26  aquatic education; marine resource stewardship, and ethical

27  angling practices in this state. A maximum of 15 percent of

28  the funds received by the foundation may be used for

29  administrative costs directly associated with the foundation's

30  grant distribution program and license plate funding. A

31  maximum of 10 percent of the funds may be used for continuing

 1  promotion and marketing of the license plate. The foundation

 2  shall provide for a peer review grant solicitation and award

 3  process to distribute the remainder of the funds to benefit

 4  aquatic education, marine resource stewardship, and ethical

 5  angling practices in this state.

 6         Section 3.  This act shall take effect July 1, 2003.

 8          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
 9                         Senate Bill 668

11  The CS changes what must appear at the bottom of the sailfish
    license plate from "Sailfish" to "Fish Florida!"
12  
    The CS also removes the references to s. 320.08058 (28), F.S.,
13  which redirected the distribution of the wildflower license
    plate.
