22	of the county. Approval of the annual license tax by the
23	governing board of the county shall be ratified and approved
24	within 2 years by a vote of at least a majority of qualified
25	electors who participate in the vote in that county or, if not
26	approved by the referendum, the license tax shall be
27	discontinued. Following approval by the residents or governing
