  1                 Senate Joint Resolution No. ____

  2         A joint resolution proposing an amendment to

  3         Section 2 of Article I of the State

  4         Constitution, relating to declaration of

  5         rights.

  7  Be It Resolved by the Legislature of the State of Florida:

  8  

  9         That the following amendment to Section 2 of Article I

10  of the State Constitution is agreed to and shall be submitted

11  to the electors of this state for approval or rejection at the

12  next general election or at an earlier special election

13  specifically authorized by law for that purpose:

14  

15                            ARTICLE I

16                      DECLARATION OF RIGHTS

17  

18         SECTION 2.  Basic rights.--All natural persons, female

19  and male alike, are equal before the law and have inalienable

20  rights, among which are the right to enjoy and defend life and

21  liberty, to pursue happiness, to be rewarded for industry, and

22  to acquire, possess and protect property; except that the

23  ownership, inheritance, disposition and possession of real

24  property by aliens ineligible for citizenship may be regulated

25  or prohibited by law.  No person shall be deprived of any

26  right because of race, religion, national origin, or physical

27  disability.

28         BE IT FURTHER RESOLVED that the following statement be

29  placed on the ballot:

 3  Legislature to regulate or prohibit the ownership,

 4  inheritance, disposition, and possession of real property by

 5  aliens ineligible for citizenship.
