1	House Memorial
2	A memorial to the members of the Florida delegation to the
3	Congress of the United States, urging such members of
4	Congress to support and vote to enact President Bush’s
5	2003 Economic Growth and Tax Relief Plan.

7	WHEREAS, President Bush has proposed an economic growth and
8	tax relief plan designed to strengthen the American economy and
9	deliver critical help to unemployed citizens, and
10	WHEREAS, President Bush’s plan removes the double taxation
11	on dividends, speeds up tax cuts already passed in 2001,
12	increases business expensing, and aids unemployed workers, so as
13	to effectively speed up economic recovery and encourage job
14	creation, and
15	WHEREAS, over 50 percent of the population invests in the
16	stock market and senior citizens receive 50 percent of dividend
17	payments, indicating that a strong stock market benefits all
18	Americans, and
19	WHEREAS, everyone who invests in the stock market and
20	receives dividend income, particularly senior citizens, will
21	benefit from the elimination of the double taxation on
22	dividends, while all Americans will benefit from a strong stock
23	market, and
24	WHEREAS, everyone who pays taxes, especially middle-income
25	Americans, will receive additional relief from the enactment of
26	accelerated marriage penalty tax reduction, faster increase in
27	the child tax credit, and immediate implementation of the new,
28	lower 10-percent tax bracket, and
29	WHEREAS, every small business owner who purchases equipment
30	will benefit greatly from the increase in expensing limits of
31	$25,000 to $75,000 that will in turn help business investments
32	grow, allow for reinvestment of capital into the economy, and
33	work to create jobs, NOW, THEREFORE,

35	Be It Resolved by the Legislature of the State of Florida:
36
37	That the Legislature of the State of Florida requests each
38	member of the Florida delegation to the United States Congress
39	to support and vote to enact President Bush’s 2003 Economic
40	Growth and Tax Relief Plan.
41	BE IT FURTHER RESOLVED that copies of this memorial be
42	dispatched to the President of the United States, the President
43	of the United States Senate, the Speaker of the United States
44	House of Representatives, and to each member of the Florida
45	delegation to the United States Congress.
