14 On page 42, between lines 28 and 29,

16 insert:
17 Section 19. Paragraph (b) of subsection (3) of section
18 373.1502, Florida Statutes, is amended to read:
19 373.1502 Regulation of comprehensive plan project
20 components.--
21 (3) REGULATION OF COMPREHENSIVE PLAN STRUCTURES AND
22 FACILITIES.--
23 (b) The department shall issue a permit for a term of
24 5 years for the construction, operation, modification, or
25 maintenance of a project component based on the criteria set
26 forth in this section. If the department is the entity
27 responsible for the construction, operation, modification, or
28 maintenance of any individual project component, the district
29 shall issue a permit for a term of 5 years based on the
30 criteria set forth in this section. The permit application
31 must provide reasonable assurances that:

1 1. The project component will achieve the design
2 objectives set forth in the detailed design documents
3 submitted as part of the application.
4 2. State water quality standards, including water
5 quality criteria and moderating provisions will be met to the
6 maximum extent practicable. Under no circumstances shall the
7 project component cause or contribute to violation of state
8 water quality standards.
9 3. Discharges from the project component will not pose
10 a serious danger to public health, safety, or welfare.
11 4. Any impacts to wetlands or threatened or endangered
12 species resulting from implementation of the project component
13 will be avoided, minimized, and mitigated, as appropriate.

28 maximum extent practicable;
