                | 17 | insurers to make a rate filing effective for all policies | 
              
                | 18 | renewed between July 1, 2003, and July 1, 2004, that reduces | 
              
                | 19 | rates to January 1, 2002, levels for medical malpractice. | 
              
                | 20 | (b)  Any insurer or rating organization that contends that | 
              
                | 21 | the rate provided for in paragraph (a) is excessive, inadequate | 
              
                | 22 | for the insurer to cover projected claims, or unfairly | 
              
                | 23 | discriminatory shall separately state in its filing the rate it | 
              
                | 24 | contends is appropriate. |
