16          (d)1. As a statewide goal of reducing the occurrence of
17    medication error, inventory hospitals to determine the current
18    status of implementation of computerized physician medication
19    ordering systems, barcode point of care systems, or other
20    technological patient safety implementation, and recommend a
21    plan for expediting implementation statewide or, in hospitals
22    where the agency determines that implementation of such systems
23    is not practicable, alternative methods to reduce medication
24    errors. The agency shall identify in its plan any barriers to
25    statewide implementation and shall include recommendations to
26    the Legislature of statutory changes that may be necessary to
27    eliminate those barriers. The agency shall review newly
28    developed plans for compliance with statewide initiatives and to
29    determine both the commitment of the health care facility staff
30    and the capability of the facility to successfully coordinate
31    and implement these plans, especially from a technological
32    perspective.
33          2. "Medication error" is any preventable event that may
34    cause or lead to inappropriate medication use or patient harm
35    while the medication is in the control of the health care
36    professional, patient, or consumer. Such events may be related
37    to professional practice, health care products, health care
38    procedures, and health care systems, each of which may include
39    the prescribing of medications and order communications; product
40    labeling; product packaging; the nomenclature, compounding,
41    dispensing, distribution, administration, and use of
42    medications; and education and monitoring related thereto.
