15          Between lines 3639 and 3640, insert:
16          (8) APPLICABILITY OF LIMITS ON NONECONOMIC DAMAGES.--
17          Beginning July 1, 2004, the limits established in this section
18    shall not apply to health care professionals licensed under
19    chapter 458 who do not meet the financial responsibility
20    requirements provided in s. 458.320(1) and health care
21    professionals licensed under chapter 459 who do not meet the
22    financial responsibility requirements provided in s.
23    459.0085(1), and damages recoverable under this section shall
24    not be limited.
