14	Substitute Amendment for Amendment (874559) (with title
15	amendment)
16	Remove line(s) 135-147, and insert:
17	Section 5. The sum of $75,000 is appropriated from the
18	General Revenue Fund for the 2003-2004 fiscal year to the
19	Correctional Privatization Commission to issue a request for
20	proposals for the design, construction, and operation of a new
21	1,800-bed prison facility to be located in Graceville, Florida.
22	The commission is hereby granted specific authority to enter
23	into contracts for the leasing, financing, construction, and
24	operation of the 1,800-bed prison facility. The commission is
25	further authorized to sponsor tax-exempt financing, certificates
26	of participation, or other forms of financing.
