15	Between line(s) 134 and 135, insert:
16	Section 5. If the Secretary of Corrections determines that
17	waiver of the provisions of the competitive bid and procurement
18	requirements as authorized in section 4 of this act is
19	necessary, he or she must provide a report to the Governor, the
20	President of the Senate, and the Speaker of the House of
21	Representatives describing the process followed by the
22	department in any instance in which procurement activities were
23	undertaken pursuant to this authority. The report must identify
24	all vendors asked to submit proposals, a summary of each
25	proposal submitted, pricing information submitted by each
26	vendor, and justification of the agency's final decision.
