14          Amendment (with title amendment)
15          Remove line(s) 64-152, and insert:
16          Section 2. (1) The following moneys and full-time
17    equivalent (FTE) positions are appropriated to the Department of
18    Corrections for fiscal year 2003-2004:
19          (a) The sum of $17,519,607 from the General Revenue Fund
20    and 512 FTEs for salaries and benefits.
21          (b) The sum of $5,341,956 from the General Revenue Fund
22    for expenses.
23          (c) The sum of $423,117 from the General Revenue Fund for
24    operating capital outlay.
25          (d) The sum of $1,774,790 from the General Revenue Fund
26    for food products.
27          (e) The sum of $48,871 from the General Revenue Fund for
28    food service and production.
29          (f) The sum of $445,842 from the General Revenue Fund for
30    salary incentive payments.
31          (g) The sum of $4,696,278 from the General Revenue Fund
32    for inmate health services.
33          (h) The sum of $1,269,720 from the General Revenue Fund
34    for fixed capital outlay for the reopening of the Hendry
35    Correctional Institution.
36          (i) The sums of $10,000,000 from the General Revenue Fund
37    and $17,545,694 from the Grants and Donations Trust Fund for
38    fixed capital outlay for a new 1,380-bed annex at the Santa Rosa
39    Correctional Institution.
40          (j) The sum of $4,811,856 from the General Revenue Fund
41    for fixed capital outlay for 14 new 131-bed, open-bay
42    dormitories.
43          (k) The sum of $2,000,000 from the General Revenue Fund
44    for fixed capital outlay for planning and permitting for a new
45    1,380-bed annex at the Washington Correctional Institution.
46          (2) Operating appropriations provided in subsection (1)
47    are for the following purposes:
48          (a) Increasing staff and other resources necessary to
49    provide supervision and classification to a total of 82,281
50    inmates.
51          (b) Increasing resources for food services, health
52    services, utilities, and other variable expenses for an average
53    daily population of 79,521 inmates.
54          (c) Providing for operational support staff and other
55    resources to reopen the Hendry Correctional Institution and the
56    South Florida Reception Center.
57          Section 3. Notwithstanding the requirements of s.
58    287.057(5)(a), Florida Statutes, the competitive bid and
59    procurement requirements of ss. 255.0525(1), 255.29(2) and (3),
60    287.055(3), (4), (5), and (9), and 287.057(1)(a), Florida
61    Statutes, are waived for the Department of Corrections to
62    expedite the construction of the Santa Rosa Correctional
63    Institution annex and the 14 new 131-bed, open-bay dormitories
64    and the improvements to the Hendry Correctional Institution that
65    are authorized in section 2 of this act if determined necessary
66    by the Secretary of Corrections in order to ensure that adequate
67    space is available to house the projected increase in the inmate
68    population.
69          Section 4. The sum of $75,000 is appropriated from the
70    General Revenue Fund for the 2003-2004 fiscal year to the
71    Correctional Privatization Commission to issue a request for
72    proposals for the design, construction, and operation of a new
73    1,800-bed prison facility. The request for proposals shall
74    require each respondent to include an option for financing the
75    initial acquisition and construction costs. The commission shall
76    rank the proposals and forward them to the Governor, the
77    President of the Senate, the Speaker of the House of
78    Representatives, and the chairs of the legislative
79    appropriations committees by March 1, 2004. The commission may
80    proceed with a contract upon final legislative approval of the
81    project and its financing method.
82          Section 5. Consistent with the provisions of s. 216.311,
83    Florida Statutes, the Department of Corrections is authorized to
84    contract for the construction of the new 1,380-bed annex at the
85    Santa Rosa Correctional Institution for which the initial
86    appropriation is made in section 2 of this act. The total
