11  Senators Crist and Pruitt moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 5, between lines 12 and 13,
15  
16  insert:  
17         Section 5.  If the Secretary of Corrections determines
18  that waiver of the provisions of the competitive bid and
19  procurement requirements as authorized in section 4 of this
20  act is necessary, he or she must provide a report to the
21  Governor, the President of the Senate, and the Speaker of the
22  House of Representatives describing the process followed by
23  the department in any instance in which procurement activities
24  were undertaken pursuant to this authority. The report must
25  identify all vendors asked to submit proposals, a summary of
26  each proposal submitted, pricing information submitted by each
27  vendor, and justification of the agency's final decision.
