  1                      A bill to be entitled

  2         An act relating to unclaimed lottery prize

  3         money; requiring that specified unclaimed prize

  4         money be transferred to the Educational

  5         Enhancement Trust Fund; providing an

  6         appropriation from the trust fund to community

  7         colleges as matching funds for certain private

  8         donations; providing an appropriation from the

  9         trust fund to state universities as matching

10         funds for certain private donations; providing

11         for the allocation of such funds; providing an

12         effective date.

14  Be It Enacted by the Legislature of the State of Florida:

15  

16         Section 1.  Notwithstanding the provisions of section

17  24.115(2), Florida Statutes, the prize money associated with

18  the Lotto drawing of March 12, 2003, which had not been

19  claimed by September 8, 2003, shall be transferred to the

20  Educational Enhancement Trust Fund.

21         Section 2.  The sum of $6,179,148 is appropriated from

22  the Educational Enhancement Trust Fund for the 2003-2004

23  fiscal year to community colleges as matching funds for

24  private donations received under the matching gifts program

25  established in section 1011.85, Florida Statutes. These funds

26  shall be allocated among the community colleges based on each

27  community college's pro rata share of the total unmatched

28  private donations received as of October 14, 2003.

29         Section 3.  The sum of $23,968,799 is appropriated from

30  the Educational Enhancement Trust Fund for the 2003-2004

31  fiscal year to state universities as matching funds for

 1  private donations received under the major gifts program

 2  established in section 1011.94, Florida Statutes. These funds

 3  shall be allocated among the universities based on each

 4  university's pro rata share of the total unmatched private

 5  donations received as of September 30, 2003.

 6         Section 4.  This act shall take effect upon becoming a

 7  law.
