| 8 | WHEREAS, many of Florida's children require special |
| 9 | protection and assistance in order to become self-sufficient |
| 10 | adults and contributing members of society, and |
| 11 | WHEREAS, low-income children often lack access to legal |
| 12 | services advocacy and other support services they need to |
| 13 | achieve their full potential, and |
| 14 | WHEREAS, there are inadequate resources available to |
| 15 | support legal services advocacy, NOW, THEREFORE, |
| 16 |
|
| 17 | Be It Enacted by the Legislature of the State of Florida: |
| 18 |
|
| 19 | Section 1. Paragraph (ss) is added to subsection (4) of |
| 20 | section 320.08056, Florida Statutes, to read: |
| 21 | 320.08056 Specialty license plates.-- |
| 22 | (4) The following license plate annual use fees shall be |
| 23 | collected for the appropriate specialty license plates: |
| 24 | (ss) Kids Deserve Justice license plate, $25. |
| 25 | Section 2. Subsection (45) is added to section 320.08058, |
| 26 | Florida Statutes, to read: |
| 27 | 320.08058 Specialty license plates.-- |
| 28 | (45) KIDS DESERVE JUSTICE LICENSE PLATES.-- |
| 29 | (a) The department shall develop a Kids Deserve Justice |
| 30 | license plate as provided in this section. Kids Deserve Justice |
| 31 | license plates must bear the colors and design approved by the |
| 32 | department. The word "Florida" must appear at the top of the |
| 33 | plate, and the words "Kids Deserve Justice" must appear at the |
| 34 | bottom of the plate. |
| 35 | (b) The department shall remit the proceeds of the annual |
| 36 | use fees to the Florida Bar Foundation, Inc. The Florida Bar |
| 37 | Foundation, Inc., shall retain all revenues from the sale of |
| 38 | such plates so that all startup costs for developing and |
| 39 | establishing the plate may be recovered by The Florida Bar and |
| 40 | the Florida Bar Foundation, Inc. All remaining funds thereafter |
| 41 | shall be expended by the Florida Bar Foundation, Inc., which |
| 42 | shall provide for a grant solicitation and award process to |
| 43 | distribute funds from the fees to children's legal services |
| 44 | programs, which shall include, without limitation, legal |
| 45 | services advocacy for disabled children to secure needed federal |
| 46 | benefits for their well-being, for learning-disabled children to |
| 47 | secure testing and services required by law, or for legal |
| 48 | representation of abused and neglected children to promptly |
| 49 | achieve permanent placement. The Florida Bar Foundation, Inc., |
| 50 | shall award grants for children's legal services on statewide |
| 51 | and local levels. |
| 52 | Section 3. This act shall take effect July 1, 2004. |
