11  Senator Miller moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 1, line 23, through
15            page 2, line 11, delete those lines
16  
17  and insert:  
18         Section 2.  Harassment of participant of neighborhood
19  crime watch program prohibited; penalty; definition.--
20         (1)  It shall be a misdemeanor of the first degree,
21  punishable as provided in section 775.082 or section 775.083,
22  Florida Statutes, for any person to willfully harass,
23  threaten, or intimidate an identifiable member of a
24  neighborhood crime watch program while such member is engaged
25  in, or traveling to or from, an organized neighborhood crime
26  watch program activity or a member who is participating in an
27  ongoing criminal investigation, as designated by a law
28  enforcement officer.
29         (2)  As used in this section, the term:
30         (a)  "Harass" means to engage in a course of conduct
31  directed at a specific person which causes substantial

 1  emotional distress in that person and serves no legitimate
 2  purpose.
 3         (b)  "Organized neighborhood crime watch program
 4  activity" means any prearranged event, meeting, or other
 5  scheduled activity, or neighborhood patrol, conducted by or at
 6  the direction of a neighborhood crime watch program or the
 7  program's authorized designee.
