  1                      A bill to be entitled

  2         An act relating to appearances before

  3         legislative committees; providing that an

  4         individual who appears before a committee of

  5         the Florida Senate is considered to be under

  6         oath; requiring the signing of an appearance

  7         card; providing a presumption; providing an

  8         effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Appearance card required for testifying

13  before a Senate committee; implied oath.--

14         (1)  A person who appears before a committee of the

15  Florida Senate is considered to be under oath to testify

16  truthfully and, if he or she willfully testifies falsely, is

17  subject to penalties for perjury as provided by law.

18         (2)  Before testifying before a Senate committee, a

19  person must complete an appearance card that includes, but

20  need not be limited to, the individual's name and business

21  address; the agency that he or she represents, if any; and the

22  individual's signature. The card must contain a notice,

23  printed in legible type located above the signature line,

24  which states that, by signing the card, the individual

25  acknowledges being under oath and subject to penalties for

26  perjury if he or she does not testify truthfully.

27         Section 2.  This act shall take effect July 1, 2004.
