14         On page 3, between lines 22 and 23,

16  insert:  
17         Section 2.  Section 1004.63, Florida Statutes, is
18  created to read:
19         1004.63  Florida Institute for Nuclear Detection and
20  Security (FINDS).--
21         (1)  There is created the Florida Institute for Nuclear
22  Detection and Security at the University of Florida to serve
23  as a design-basis center for research, development, testing,
24  and engineering projects that directly address and satisfy
25  critical nuclear detection and security needs facing the state
26  and the nation. The institute shall be established within the
27  Department of Nuclear Engineering and Radiological Sciences at
28  the university and shall consist of faculty, support staff,
29  and other staff funded by state, federal, and private funds
30  collected for the purposes of the institute. The institute
31  shall be headed by a director who shall be appointed by the

SENATE AMENDMENT Bill No. CS for SB 1820 Amendment No. ___ Barcode 630926 1 Dean of the University of Florida College of Engineering, 2 serving at the pleasure of the Dean, and who shall possess a 3 national reputation in the field of nuclear sciences. 4 (2) The institute shall solicit and receive state, 5 federal, and private funds for the purpose of conducting 6 research and development in the area of nuclear security 7 technology. The board shall ensure that the institute 8 maintains accurate records of any funds received by the 9 institute. 10 (3) Activities of the institute shall include, but not 11 be limited to, the design and testing of innovative 12 interrogation, detection, and assessment devices for 13 monitoring nuclear material. Application areas shall include, 14 but not be limited to: portal monitoring, wide area search and 15 cargo screening applications; structural monitoring for 16 post-tensioned bridges; biological and agricultural 17 monitoring; and the development of nonproliferation policies. 18 (4) The institute shall explore development of devices 19 for identification of isotopes and materials in structural, 20 agricultural, and biological systems of various types. 21 (5) Through research and instructional programs, the 22 faculty associated with the institute shall also contribute to 23 the education and training of high-quality scientists and 24 engineers in the application of engineering solutions in 25 homeland security, detection, imaging, and interrogation of 26 systems, and nonproliferation policy. 27 (6)(a) The activities of the institute shall be 28 directed by the Florida Institute of Nuclear Detection and 29 Security (FINDS) Board of Advisors, who shall serve without 30 compensation and shall consist of eight members. SENATE AMENDMENT Bill No. CS for SB 1820 Amendment No. ___ Barcode 630926 1 citizen of the State of Florida with interest in the area of 2 public security; a faculty member from FINDS; a scientist of 3 national reputation in the field of nuclear sciences; a 4 representative of the nuclear energy industry in Florida; a 5 representative of the national nuclear energy industry; a 6 representative of the Federal government programs in nuclear 7 energy or homeland security; a member of the Florida Senate 8 Committee on Home Defense, Public Security, and Ports; and a 9 member of the Florida House Coordinating Committee on Public 10 Security. 11 (b) Appointments for the initial terms shall be as 12 follows: 13 1. Two members shall be appointed by the chair of the 14 University of Florida Department of Nuclear Engineering and 15 Radiological Sciences and shall be appointed to a term of 3 16 years; 17 2. Two members shall be appointed by the Dean of the 18 University of Florida College of Engineering and shall be 19 appointed to a term of 2 years; 20 3. Two members shall be appointed by the President of 21 the University of Florida and shall be appointed to a term of 22 3 years; and 23 4. Two members shall be appointed by the Governor and 24 shall be appointed to a term of 4 years. 25 (c) Members may serve one additional 4-year term. 26 (d) Board members shall serve without additional 27 compensation or honorarium and are authorized to receive only 28 per diem and reimbursement for travel expenses as provided in 29 s. 112.061. 30 (e) The board may employ a director of the institute 31 who serves at the pleasure of the board. SENATE AMENDMENT Bill No. CS for SB 1820 Amendment No. ___ Barcode 630926 1 will be an ex officio member of the board of advisors. 2 (7) At the FINDS Board of Advisors first meeting, the 3 chair of the Department of Nuclear Engineering at the 4 University of Florida will act as chair for the purpose of 5 convening the meeting, establishing the by-laws of the board, 6 and electing the chair of the board. 7 (8) FINDS, through its board of advisors, shall submit 8 an annual report on its progress, with recommendations on 9 nuclear security and detection, to the Governor, the President 10 of the Senate, and the Speaker of the House of 11 Representatives. The report must also include financial 12 statements that include an accounting of all state, federal, 13 and private funds that are received by the institute, as well 14 as an accounting of the expenditures of the institute.
