| 4 | Between line(s) 935 and 936, insert: |
| 5 | Section 28. In order to implement all line items in the |
| 6 | 2004-2005 General Appropriations Act relating to the |
| 7 | nonrecurring portion of the salary budget, it is the intent of |
| 8 | the Legislature that the head of each state agency as defined in |
| 9 | s. 216.011, Florida Statutes, immediately begin to implement |
| 10 | strategies to achieve an overall salary reduction that |
| 11 | annualizes to 10 percent of the agency's 2004-2005 approved |
| 12 | salary budget by July 1, 2005. Such strategies must include, but |
| 13 | are not limited to: |
| 14 | (1) Hiring replacement positions for retiring employees at |
| 15 | 10 percent below the departing employee's salary or at the |
| 16 | minimum for the class if that is higher. |
| 17 | (2) Using attrition to eliminate vacant positions that are |
| 18 | not serving critical functions. |
| 19 | (3) Employing time-limited assistance to address functions |
| 20 | that are seasonal or cyclical in nature in lieu of full-time |
| 21 | employees. |
| 22 | (4) Monitoring and limiting the use of overtime. |
| 23 | (5) Outsourcing, when such activity produces a savings |
| 24 | during each year of the contracted period. |
