  1                      A bill to be entitled

  2         An act relating to the City of Lakeland, Polk

  3         County; amending the amended Charter of the

  4         City of Lakeland, 1976; revising limitations on

  5         length of service of the Mayor and City

  6         Commissioners; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  Section 11 of the amended Charter of the

11  City of Lakeland, 1976, is amended to read:

12         Section 11.  Qualification of members.

13         Members of the city commission shall have been

14  residents of the city for one year, and have the

15  qualifications of electors of the city. No one shall serve, or

16  but for resignation would have served, more than twelve (12)

17  consecutive years, or three (3) complete terms, whichever is

18  longer, in the singular position of Mayor or Commissioner or

19  more than sixteen (16) consecutive years, or four (4) complete

20  terms, whichever is longer, in any combination of the

21  positions of Mayor and Commissioner. The foregoing limitations

22  shall not apply to any years or terms served prior to January

23  1, 1999, or to partial terms served thereafter, or to any

24  years or terms served beyond the foregoing limitations as a

25  result of election as a write-in candidate. Elective officers

26  of the city shall not hold any other elective public office,

27  shall not serve as employees of the City of Lakeland during

28  their terms of office and; shall not be interested in the

29  profits or emoluments of any contract, work, or service for

30  the city, and any such contract in which any officer or

31  employee is, or may become interested, shall be void, and so

 1  declared by the city commission. Any member ceasing to possess

 2  the qualifications for office herein required shall forfeit

 3  his office.

 4         Section 2.  This act shall take effect upon becoming a

 5  law.
