1	A bill to be entitled
2	An act relating to services provided by the Division of
3	Administrative Hearings; amending s. 120.65, F.S.;
4	providing that certain entities must reimburse the
5	division for services provided and travel expenses
6	incurred by administrative law judges; providing an
7	effective date.

9	Be It Enacted by the Legislature of the State of Florida:

11	Section 1.  Subsection (11) is added to section 120.65,
12	Florida Statutes, to read:
13	120.65  Administrative law judges.--
14	(11)  The division shall be reimbursed for administrative
15	law judge services and travel expenses by the following
16	entities: water management districts, regional planning
17	councils, school districts, community colleges, the Division of
18	Community Colleges, state universities, the State Board of
19	Education, the Florida School for the Deaf and the Blind, and
20	the Commission for Independent Education. These entities shall
21	contract with the division to establish a contract rate for
22	services and provisions for reimbursement of administrative law
23	judge travel expenses and video teleconferencing expenses
24	attributable to hearings conducted on behalf of these entities.
25	The contract rate must be based on a total-cost-recovery
26	methodology.
27	Section 2.  This act shall take effect July 1, 2004.
