14         On page 6, lines 3-9, delete those lines
15  
16  and insert:  
17         (d)  Fund such other purposes as the Legislature
18  determines; however, 20 percent of proceeds, but no less than
19  $39 million, received under this act shall be provided
20  quarterly to the Department of Health, Division of Health
21  Awareness and Tobacco, for the purpose of implementing a
22  comprehensive tobacco prevention program designed to reduce
23  premature mortality, reduce morbidity, and increase the life
24  expectancy of people in this state through public health
25  interventions at the state and local levels.
26         1.  The comprehensive tobacco prevention program shall
27  include the following components:
28         a.  Program elements based on "Best Practices for
29  Comprehensive Tobacco Control Programs" identified by the
30  Centers for Disease Control and Prevention and on the
31  peer-reviewed scientific literature on tobacco prevention.

Cessation programs for youth and adults through 4 schools, county health departments, and local providers, 5 including a toll-free telephone quit line. 6 d. Partnerships with local communities and schools to 7 prevent and reduce tobacco use, including reducing disparities 8 in tobacco use among different population groups. 9 e. Local and statewide media campaigns separately 10 directed to youth and adults. 11 f. Implementation of the provisions of the Florida 12 Clean Indoor Air Act under part II of chapter 386 which are 13 applicable to the Department of Health. 14 2. The Department of Health shall act as a 15 clearinghouse for information on best practices and shall 16 provide technical assistance and training to state and local 17 entities on tobacco prevention activities. 18 3. The Department of Health shall conduct surveillance 19 and evaluations to measure program performance and improve 20 implementation strategies. 21 4. The Department of Health may contract for any of 22 the activities specified in this section. 23 24 To the extent that at least $39 million is not available from 25 the nonsettling-manufacturer fee for the purposes articulated 26 in this subsection, the remainder shall be made available from 27 the annual proceeds of the tobacco settlement agreement as 28 defined in s. 215.56005. 29 30 31 2 3:39 PM 04/23/04 s2112b-30b01
